The 2026 Public & Local Services report
Public and local services is the category where reviews most often reflect what people had no choice but to use. Unlike consumer purchases where buyers can switch providers, postal services, community organisations, and many non-profits operate as the only option or the only option that matters — and that lack of substitutability shapes the review data. Complaints accumulate not because customers expected luxury, but because basic reliability slipped: a package that arrived nine days late, a storage unit that flooded, a community service hotline that went unanswered.
CrowdTrust's 2026 ranking in this category weights reliability and follow-through more heavily than first-impression service quality. A postal carrier that delivered 99.2% of packages on time scores higher than a competitor that delivers 96% on time but answers complaint emails faster. We also weight reviews from regulated services (USPS, common-carrier shippers, licensed storage facilities) on a different scale than reviews of voluntary or community-based services, where buyer expectations are inherently different.
Across postal, shipping, storage, community services, religious organisations, and non-profits, the defining shift in 2026 is the increasing role of digital service layers — package tracking, app-based access, online registration — and the persistent generational gap between users who experience those layers as helpful and users who experience them as a barrier to the actual service.
