£21.49 charge to ask one question of a human being

Expensive HP Printer, 15 months old, expensive HP Instant Ink contract, complicated HP Ink App to manage the lot - and all I wanted to do was connect it all to my new wifi router (different code etc.), and it took me 2.5 hours of going round in circles with conflicting or repetitive online info, which of course worked on the 17th attempt even though it hadn't on the previous 16 attempts! But add insult to injury, I'm supposedly a premium customer, yet if I want to speak to a human being to get help for this issue, because I'm 3 months out of warranty, I have to pay a one-off charge of £21.49 for the privilege - abominable customer service HP.
