Very disappointing experience at BLS Montreal office

I had a very disappointing experience at the BLS International office in Montreal while applying for a Police Clearance Certificate (PCC), despite having a fully completed application. On my first visit, my application was rejected for reasons that were frankly unreasonable. Although the form was correctly filled out, I was told to include "non-mandatory" information or risk the application getting stuck. This contradicts the form’s own guidelines. They also refused my hydro electricity utility bill as an address proof because it wasn’t “5–6 pages long”, which is nowhere mentioned as a requirement. Instead, they suggested I pay around $200 for their form-filling service—something that felt more like a sales push than actual assistance.   On my second visit, I came as a walk-in, which the official BLS website says is allowed. However, the staff at the desk openly stated multiple times, “We don’t care about walk-ins,” and made it clear that they would only attend to those with appointments. I waited over three hours, asking politely multiple times for them to just take a quick look at my application, which was 100% complete. When they finally looked at it, it took all of five minutes to process—confirming that my request could easily have been accommodated earlier. Most frustratingly, nowhere on the website does it mention that walk-ins will be treated with lower priority or only “if there’s time.” This needs to be clearly stated so people aren’t misled or left waiting for hours in hope of basic service.   The staff were unhelpful, dismissive, and unwilling to listen—even when spoken to respectfully. The disconnect between what the BLS website claims and how the Montreal staff operate is frustrating and unprofessional.
