A frustrating experience
Wouldn't it be nice if you just knew in advanced and someone told you directly without doing all the research required whether you were allowed to take the car before pickup with the documentation you had available. Tried to contact customer service with my questions beforehand, no one wanted to take responsibility and just often referred to their rulebook on questions. At times they were also condescending saying sorry if our answer were too "technical". You also lose your refund if you get there on the day and don't have everything their suppliers need. I know this company is a broker, but the whole process of renting a car is for the most part, a painful litigating experience. Wish there was a company that allowed you to do all the paperwork online and give you a guaranteed decision of being able to drive the car off the lot before taking your money. There is a 48 hour window (for the supplier I had) to back out before pickup, so make sure you answer your questions and research beforehand.
