One star is still to much

One star is still to much. He‘s a scammer. I bought a watch - paid on time ( to his Dubai account) nothing happened. After 9 days he told ne he sold the watch to someone else. He wanted me to buy a more expensive what I refused. He promised to refund but didn‘t. On Telegram he wrote a lot of confusing things and asked for additional shippment costs ( for a whatch that was sold? ) although he promised to cover shippment. He is not willing to refund my money .
