Unfair call out charge

I called the call centre and asked them that they can fix a key barrel problem, they said they can fix it. Once the technician arrived he told me that it’s a job of a Locksmith and they can arrange to fix it but will charge me $1400 approx. I denied and later called a locksmith and they just quote me $800 and fix it within a day. I have been unnecessarily charged the call out fee which is misleading and inappropriate. Very unfair way of doing business.
