They need to stop allowing people to order when they don't actually have any available drivers

We've used EatStreet for a few years but lately they've been impossible to get a delivery from. They keep allowing you to place an order when they KNOW they have no drivers. Their chat help won't help at all. Today was the last straw: already 15 minutes late, I asked about my late order on chat and was told the driver was on the way to the restaurant, but 20 minutes later it was obvious that wasn't true, so I chatted a second time. This time I was told they had one driver who was 15 miles east of me, meaning he was in another town altogether, and it would be another 30 minutes or more before I got my food. I said this was unacceptable and all the chat guy did was tell me some "team" would have to refund me and he stopped talking. Not even an apology. It's been an hour and I never got a confirmation email on the refund and my order shows it's still "on the way."
