Horrible Customer Service during an International Pandemic

It's a National Pandemic, Governors closing states, beaches are closed and I'm being told by Customer Service rep, Mike of Five Star Gulf Rentals, that I'm “being a bully” when asking for a refund for our Spring Break trip and then hung up on by Supervisor, Terry. I asked Mike, before booking, "if things get worse [coronavirus], will we be able to cancel our reservation for a refund?" Mike replied, "Yes, we will be able to work with you." (We’ve requested the phone recordings they said they have and “swear to listen to and get back to us if there was anything, they feel they could do better.” On March 20th, Illinois went on Lock-down, per the Governor. Half of our party is in IL, and therefore, unable to travel to Rosemary Beach, FL. We called Five Star Gulf Rentals at 5:46p, Mike answered (again), inquiring about the steps we need to take to cancel and get our refund. Mike informs us that they are not refunding but crediting for 12 months out. I reminded him of our conversation on the 14th and he said he “made no guarantee” and that the agreement has their cancelation policy on it. They charged us 100% before sending me an agreement to review. We never signed the agreement. If you have had a similar situation with Five Star Gulf Rentals or any rental company, I recommend filing a complaint with Ashley Moody, Florida's Attorney General.
