longer delivery time than communicated

ordered some things, where one of the items were not in stock, and would lead to a delivery time of 3-7 work days, after i've placed the order i called in and informed the representative that it was very important to me that the delivery was made within at least the 7 work days. the items i ordered were delivered after 16 days (12 work days)
