Retain proof of size and weight

I was quoted for a parcel delivery to the Philippines. After the box had been delivered DHL claimed the box was bigger than stated. Despite them acknowledging the size of box used, it managed to increase in depth, length and height! Unfortunately, this created a 20% fee increase. Take your pick on responsibility, WPS or DHL?
